Purpose: To meet the needs of all students, including at-risk youth. To develop education programs to improve school, student, and teacher performance, including professional development activities and class size reduction programs.   Subpart 2—Elementary and Secondary School Counseling Programs   The following Marco Products meet the requirements of Section 5421 (c). They address the counseling and educational needs of all students, are a developmental and preventive approach to counseling, and can be evaluated annually for effectiveness. Appropriate for individual counseling, small-group counseling, and classroom guidance the materials are listed under the topics recommended in this section. As you look at each topic know that the authors have developed their programs in school systems through their work with children. When programs have proven successful when used with a targeted population, in this case children, they come with the highest recommendation .
