The purpose of Title IV, Part A is to support programs that prevent violence in and around schools and foster a safe and drug-free learning environment that supports academic achievement.   Title IV, Part A requires LEA’s that receive SDFSC funds have a plan for keeping schools safe and drug-free that includes appropriate and effective discipline policies, security procedures, prevention activities, a student code of conduct, and a crisis management plan for responding to violent or traumatic incidents on school grounds.   Most of the requirements for keeping schools safe and drug free will be written by the school staff. Each school district has particular needs and the best sources to identify and implement those needs are the people “in the trenches”—the local school staff. The one area that outside materials can be of help is in prevention activities.   Prevention Activities   The proverb, “An ounce of prevention is worth a pound of cure” clearly expresses the importance of prevention activities. Although most effective when presented at an early age and reinforced throughout the grade levels, educators know that to keep students motivated for acceptance of the material being presented, the programs selected need to be written in appropriate-for-grade-level language and creative in their approach. Without these two components students will listen but not hear what is being presented and the material presented, no matter how important, will soon be forgotten.
